Employment equity as a measurement of perceived female empowerment in the railway safety regulator.

Abstract
Women’s empowerment in the economy is considered important and the South African government, through various legislative interventions, is addressing this in different sectors. This study aimed to assess employment equity as a measure for women’s empowerment through understanding the respondents’ perceptions about equity practices within the Railway Safety Regulator (RSR). Data was collected using an adapted existing questionnaire to determine respondents’ perception on human resources (HR) management practices using a Likert scale ranging from highly ineffective to highly effective. Descriptive statistics were used as part of statistical analysis, which included the measure of means and standard deviations, including the Mann-Whitney U test. The analysis included reviewing mean factors that indicated respondents’ responses. Respondents were not found to show extreme views regarding HR management practices. The varying perceptions from participants about the HR management practices impacted the study and led to the conclusion that more effort is required towards women empowerment. The researcher recommends that a similar study be undertaken using probability sampling in other railway entities. This will assist in ascertaining employment equity as a measure for woman empowerment in the rail fraternity. The following key recommendations can be considered by the RSR: • Education and awareness on employment equity as part of empowerment of all employees. • Review of organisational policies to effectively align with employment equity prescripts. • Development of an organisational culture that inculcates equity and the empowerment of women. • Employment of change management practices to ensure change is implemented well.
