Abstract
The Council for Scientific and Industrial Research (CSIR) is one of the leading scientific and technology research, development and implementation organisations in Africa, contracted to research and develop products. A challenge for many
organisations such as the CSIR is to accurately estimate costs for revenue (billing) purposes and to determine technical completion and cost completion for all research and development contracts and projects. The aim of this study was to investigate costing rates of projects from a billing perspective, exploring ways to improve the accuracy of the price that is billed and cost completion of projects. A case study was used, and the research was conducted at the CSIR. The research methodology
employed in this study was qualitative and comprised of a document analysis and interviews. The participants included employees of the CSIR. A literature review was conducted by reviewing scientific sources such as scholarly journal articles, books, dissertations and verified internet sources. The researcher reviewed the institution’s accounting system valuation of completed projects where it was identified that the employees of the institution are not accurately booking time, which contributes to the inability to improve the accuracy of the price that is billed and cost completion of projects. The study recommended ways to improve the accuracy of the price that is billed and cost completion of projects such as improving the time-sheet management process. The results of this study can be applied to similar institutions and scenarios.
