In these deals former subscription expenditures are repurposed to cover the costs of open access publishing. The movement was started by a group who called themselves ESAC (Efficiency and Standards for Article Charge) that includes community of library practitioners who collaborate to produce open resources. ESAC is coordinated by Max Planck Digital Library in Munich, Germany.
